COMPETITION REGULATION PROGRAMME FOR THE BUSAN TOWER COMPLEX

Article 1. The Purpose of the Competition
Busan Metropolitan City, the second largest city in Korea, has an ambitious plan to develop into a world-class international maritime city. As part of a long-term plan to enhance the contemporary image of the city, the municipal authorities have announced an international idea competition for the design of the Busan Tower Complex that will be a landmark symbolizing the emerging status of this dynamic and growing port city.
Article 2. Type of Competition
2.1 The competition is open to all architects of ages forty and under. Attendants(each individual or one of the team members) who were born after October 1, 1962. can be eligible.
2.2 This competition is organized in one stage.
Article 3. Organization of the Competition
3.1 The promoter will sponsor and supervise the Competition, shall be responsible for all the matters related to the Competition, and shall consult with the UIA about the Competition.
3.2 The necessary funds to finance the competition have been granted to the Committee by the Busan Metropolitan City.
3.3 The technical committee is responsible in checking the entries for mandatory requirements for the competition and preparing the entries for presentation to the jury. The committee, whose members will be appointed by the promoter, will take no part in the adjudication process, nor will it be permitted to eliminate any entry. Only the jury can eliminate and disqualify entries.
3.4 The Promoter shall appoint Mr. Kihwan Kim as a Professional Adviser, who shall be the Director of the Technical Committee, to consult in the conduct of the Competition and to supervise the Technical Committee.

The Associate Professional Adviser is authorized to act on behalf of the Professional Adviser should the need arise.
Article 4. Eligibility
4.1 The competition is open to individuals, or a team of, architects and consultants of the age of forty and under.
4.2 The following persons are restricted from entering in the competition: A Person who is directly or indirectly involved in the organization of the competition and the preparations of the Competition Regulation and Program (e.g., member of the Technical Committee or the Advisor Committee, and employees of the Busan International Architectural Culture Festival Organization). Members of the Jury and any member of the organization headed or participated in by a member of the Jury.
Article 5. Time Table

Article 6. Anonymity
6.1 All of the above document to be submitted shall be packed in one sealed package. The package shall be unmarked other than the addresses.
6.2 The drawings and written description to be submitted, shall not bear any names, signs, mottos, or any other distinguishing mark or material linking the submission to the competitor, except an identification code at the lower right hand side of each drawings and written description. The identification code selected by the competitor shall consist of six-digit-number preceded by two letters of the alphabet one (1) centimeter high.
6.3 The ID codes on all pieces submitted must be masked during the adjudication : To insure the anonymity during the adjudication process, the sealed envelope will be opened to match the winner only after the selection process is completed.
6.4 Disqualification; The following shall result in the competitors' disqualification A false statement on the Registration Form; Works marked with signs or codes that are not accepted; Works in which letters or documents, other than the required Forms, are enclosed; Any other works disqualified by the Jury.
Article 7. Registration Procedure
7.1 To register for the competition, competitors must:: Send an application for registration, indicating their last name, first name, nationality, postal address, telephone, fax and e-mail, as well as the composition of the team, if applicable. Attached to their application should be a copy of the receipt showing the payment of the registration fee of 90 US $

The registration fee is not refundable. The name on the bank transfer receipt must be the same as that of the applicant. NB: all bank charges will be paid by the participant.
Article 8. Answer to Queries
8.1 All registered competitors will receive an information package that contains other details of the competition rules and site information.
8.2 Queries related to the competition can be answered ONLY through e-mail by the Competition Organization (bacfoc@hanmail.net).
8.3 All the competition queries submitted will be collected and answered together through the Homepage of the Competition Organization (http://www.biacf.org) by July 30. Questioners and the related competitors will also receive the copies of answers individually by e-mail.

Article 10. Prizes and Announcement
10.1 Prizes First Prize (1): 30,000 US Dollar Second Prize (1): 10,000 US Dollar Third Prize (1): 5,000 US Dollar Ten mentions of 500 US $, each will also be awarded.
10.2 Announcement of the selected projects The result of the deliberation of the Jury regarding the competition shall be announced in public through the Homepage of the Competition Organization (http://www.biacf.org). The result will also be informed to each prizewinner personally by express mail and/or by e-mail. No individual inquiries about the results of the competition shall be answered.

Article 12. List of Documents Submitted by Competitors
12.1 Descriptive paper For any contexts that could not be described on the drawing (such as the concept of the project, room name, the size of each room et. al..), a competitor can explain his/her proposal with an explanatory text. The sheets are to be presented vertically. A written description with a maximum of 4 pages, format A4 (21 cm X 29.7 cm), will be submitted with the graphic documents.
The identification code shall be shown at the bottom right of the first page of the description The report will be submitted in English.
12.2 A sealed identification envelope with; The identity number on the outside, and The identification form, on the inside accompanied with a list of the names of team members
12.3 Drawings The graphic documents (site plan, floor plans, elevations, sections, perspectives and sketches) must be presented on 2 sheets, format A1 (59.4cm X 84 cm). The scale is left to the choice of the competitor.
The competition language is English.
Article 13. Other Regulation
13.1 Carry-out of the Design This idea competition will be held as a part of the 2nd Busan International Architectural Culture Festival. Even though it is an idea competition, the consideration of the possibility of the actual construction is strongly required because the competition is being planned and processed based on the construction of the Busan Tower Complex. Thus, the practical design such as structural rationality, construction possibility and economic efficiency should be satisfied. When the prize-winning project is actually carried out, as a general rule, the competition winner shall be participating as a collaborative designer with Korean architects.
13.2 Insurance According to the provision of Article 28 of the UIA Guide (UNESCO Standard Regulations) for International Competitions in Architecture and Town Planning, all the competitors' submission materials will be insured by the organizer for the amount of US$150.00 from the time when it assumes the responsibility for them and during the period of its responsibility. The organizer will carry no responsibility for the submission materials during the transit.
Article 14. After Competition
14.1 Exhibition of the projects All projects among competitors will be exhibited at the Busan Exhibition & Convection Center (BEXCO) from October 10th through October 16th and at the Busan Institute of Registered Architects from October 17th through 23rd, respectively. The entry shall be exhibited anonymously only if a competitor reveals his intention by checking the relative item on the application form.
14.2 Copyright The copyright of the design, written material and all drawings of the project shall remain with the individual competitors. The promoter reserves the right to implement any project after having reached suitable agreement with the Author, whose consent shall not unreasonably be withheld.
It is the intention of the promoters to prepare and publish a report on the outcome of the competition. Each competitor agrees that any material submitted with his/her entry may be used in connection with the report.

Article 15. Forward
The existing 'Yongdu Hill Park' (Busan Tower Complex placed on the Yongdu Hill/ Whole area: 69,000m2, development area: 25,000m2) with the Tower plays an important role as a welcome symbol of the city. It gives a warm reception to visitors entering through the Busan Port and is a visual identity of the city shared by the citizens in broad areas of the metropolitan city. The Park, moreover, provides an open space for resting and promotes the culture of the citizens as it is surrounded by the busiest downtown area (Nampo-dong and Kwangbok-dong) and is near traditional fish markets (Gukje market and Jagalchi fish market).
However, the traditional meaning of Yongdu Hill Park and the commercial importance of the downtown area are weakening as the shift is toward the central area. The completion of Lotte World II, the new 465 meter-high-skyscraper that will be constructed only a few blocks away from the park, may seriously impair the symbolic function of the relatively small urban park. As the Tower and other facilities in Yongdu Hill Park were constructed around thirty years ago and became worn, remodeling or reconstructing the existing buildings is necessary. Beyond this, as the poor, old park facilities could not satisfy the request of various requirements for a rest, leisure and recreation park, it is becoming just rest area for elderly people and a dancing area for some teenagers.
Article 16. Objective
There have been big changes in the Yongdu Hill Park area in the past few years. The Pusan International Film Festival has been held annually with great success in the theater streets of Nampo-dong since 6 years ago. The reconstruction of the seaside place including Jagalchi market will begin soon. A new 107 story high-rise hotel and department complex will be constructed near to the site in approximately six years. All of these will give visitors and tourists a more attractive image and demand re-composition of the cultural and traveling spaces in this area including the Park. In relation to changes in these spaces, Yongdu Hill Park has the potentiality that can invoke lots of new cultural and traveling resources. It also has the latency to activate the development of the urban environment and improve the urban scenery and images. Thus, through this International idea competition, the possibility and potentiality of Yongdu Hill Park should be suggested.
