曼哈頓下城發展總公司 (LMDC)負責執行美國世貿中心紀念建設設計競賽，並對全世界公開徵求設計圖樣，有意參加者可在5月29日前登記，在6月30日前提出設計案。
LMDC將會選擇一個獨一無二的紀念建設設計，不分等級地緬懷和尊敬2001年9月11日和1993年2月26日失去的生命和他們所作出的貢獻。設計概念必須與紀念設計使命宣言和紀念建設計劃書一致，並且所有的提案必須與世貿中心紀念建設設計競賽正式準則中的詳細說明相符合。
